Board Members

Navin Ariyaprakai, MD, NRP, FAEMS, FACEP, is a clinical associate professor of emergency medicine at Rutgers Health, the program director for the RWJBarnabas Health Newark Beth Israel Medical Center EMS & Disaster Fellowship, and core faculty for the RWJBH Newark Beth Israel Medical Center Emergency Medicine Residency Program. The American College of Emergency Physicians sponsors Dr. Ariyaprakai on the CoAEMSP Board.

Reneé Barrett, PhD, MPH, is a former adjunct professor of child development at Palomar Community College in San Marcos, CA. Dr. Barrett served as a public member of the National Registry of Emergency Medical Technicians Board and serves on the CoAEMSP Board as a public member.

Dan Batsie, MPA, NRP, is the deputy commissioner of public safety for the state of Vermont.  He has been a paramedic in New York, Maine, and now Vermont for more than 30 years. Batsie has directed two accredited paramedic programs, authored two EMS textbooks, and lectured nationally and internationally on EMS topics.  The National Registry of Emergency Medical Technicians sponsors Mr. Batsie on the CoAEMSP Board.

Paul Berlin, MS, NRP, is a past chair of the CoAEMSP Board. He holds a Master’s of Science in Health, Physical Education and Recreation. Berlin served as paramedic program director for three programs and frequently participates as a CoAEMSP site visitor. The International Association of Fire Chiefs sponsors Mr. Berlin on the CoAEMSP Board.

Ingrid Bloom, MD, FACEP, FAEMS, is an assistant professor of emergency medicine at Emory University.  Dr. Bloom is the associate program director for the EMS fellowship at Emory and medical director for Grady EMS Academy.  The National Association of Emergency Medical Services Physicians sponsors Dr. Bloom on the CoAEMSP Board.

Thomas B. Brazelton III, MD, MPH, FAAP, is a professor in the Division of Critical Care in the Department of Pediatrics at the University of Wisconsin School of Medicine and Public Health. He was the founding medical director for the Pediatric and Neonatal Med Flight critical care transport program and ran it for 20 years until transitioning to a new role in UW Health in 2024. The American Academy of Pediatrics sponsors Dr. Brazelton on the CoAEMSP Board.

Thomas Breyer, MSHS, NRP, is assistant to the general president for technical assistance and information resources at the International Association of Fire Fighters (IAFF).  Breyer served as a career firefighter-paramedic for 13 years, including with the City of Forest Park, OH, where he served as a firefighter-paramedic, lieutenant, and eventually the EMS coordinator. The IAFF sponsors Mr. Breyer on the CoAEMSP Board.

Joanne Piccininni, EdD, NRP, MICP, has spent thirty years in various roles within the EMS community, currently serving as program director of the Paramedic Science Program at Bergen Community College in New Jersey. Throughout her career, she has worked in areas of curriculum development, accreditation, program management, and instruction. The National Association of Emergency Medical Technicians sponsors Dr. Piccininni on the CoAEMSP Board.

Susan Fuchs, MD, FAAP, FACEP, is a professor of pediatrics at the Feinberg School of Medicine, Northwestern University, Department of Pediatrics, and attending physician at Ann & Robert H. Lurie Children’s Hospital of Chicago. The American Academy of Pediatrics sponsors Dr. Fuchs on the CoAEMSP Board.

Julie Kulovits, BA, JD, is general counsel and vice president for legal affairs at the American Osteopathic Association. She serves as a public member of the CoAEMSP Board.

James Li, MD, MEd, FAEMS, is an assistant professor of emergency medicine at Washington University School of Medicine. He is the associate program director for the EMS fellowship. He also serves as the medical director for multiple EMS agencies and fire departments in the St. Louis region. The National Association of EMS Physicians sponsors Dr. Li on the CoAEMSP Board.

Gibson McCullagh, BA, EMT-P, is the chief operating officer at Pro EMS in Cambridge, Massachusetts. Gibson has a background in state-level policy and regulation, as well as having worked as a paramedic in private, fire-based, volunteer, and collegiate EMS systems. The American Ambulance Association sponsors Mr. McCullagh on the CoAEMSP Board.

Jeff McDonald, MEd, NRP, is the program director for the EMS program at Galveston College. He began his EMS career in 1979 as an EMT in Fort Worth, Texas, working his way through ground EMS and air medical services and teaching and coordinating EMS programs.  The National Association of EMS Educators sponsors Mr. McDonald on the CoAEMSP Board.

Kim D. McKenna, PhD, MEd, RN, NRP, is national faculty for the National Association of EMS Educators Level 1 Instructor Course and an adjunct instructor at Southern Illinois University – Carbondale. In 2022, she retired as director of education and program director for the St. Charles County Ambulance District.  The National Registry of Emergency Medical Technicians sponsors Dr. McKenna on the CoAEMSP Board.

John Sinclair is the chief of Kittitas Valley Fire and Rescue in Washington state and the former International Association of Fire Chiefs (IAFC) president and chair of the board.  Sinclair has been in fire and emergency service for more than 40 years and a member of the IAFC for more than 25 years. Chris Stephens, MD, FAEMS, is a professor and chief of trauma in the Department of Anesthesiology and associate professor in the Department of Emergency Medicine at the McGovern Medical School at UTHealth Houston. He also serves as the medical director for fire departments in the Houston region. The American Society of Anesthesiologists sponsors Dr. Stephens on the CoAEMSP Board.

Lance Stuke, MD, MPH, FACS, is a trauma surgeon at the Norman E. McSwain, Jr. Spirit of Charity Trauma Center in New Orleans and a professor of surgery at the Louisiana State University School of Medicine. He also serves as medical director for the McSwain Trauma Education Project and a co-medical director for the International Prehospital Medicine Institute.
